Post Office Franchise

India has the largest postal network in the world, with about 1.55 lakh Post Offices, there continues to be a demand for Post Offices. In order to fulfill the demand, the Department of Posts provides postal services through Franchise Scheme.

There are two Franchise model in this franchise scheme:

Franchise Outlets: Counter services through Franchise Outlets in areas where there is demand for postal services, but a post office cannot be opened

Postal Agents: Sale of postal stamps and stationery through Postal Agents in urban and rural areas.

Franchise Outlets:

Basic features of the Post Office Franchise Outlet Scheme:

  • Only counter services are to be franchised, while delivery and transmission will continue to be through the Department.
  • Linking arrangements for the franchised outlets will be provided by the franchises.
  • The franchise will provide service across the counter for a minimum defined time schedule with flexibility to work round the clock.

Services offered in Post Office Franchise outlet:

  • Sale of stamps and stationery.
  • Booking registered articles, speed post articles, money orders.
  • Franchise outlets will not book any money order for a value less than Rs.100./-
  • Functioning as an agent for Postal Life Insurance (PLI) and provide related after sales service, including collection of premium.
  • Retail services like bill/tax/fine collection/payment services of the Department.
  • Facilitating the provision of e-governance and citizen centric services.
  • Any other service introduced by the Department in future through its outlets.

Criteria for Selection of Franchise outlets:

For the Franchise Outlets, applicant have to submit an application form, which is given in the official website: click here to get that form.

  • Educational qualifications: 8th class pass from a recognized school.
  • Age: Above 18 years. No upper age limit.
  • Preference:
    (a) Postal pensioners
    (b) Those able to provide computer facilities.
  • Individual, institutions, organizations, and other entities in urban and rural areas are eligible to apply under this scheme.
  • The applicants whose family member is in postal service are not eligible for taking up franchise scheme in the same Division in which postal employees are working.
  • Security Deposit: The minimum security deposit would be Rs.5,000/-. Further, it would be
    increased on the basis of average daily revenue.
  • Selection would be made by the concerned Divisional Head based on a report from the ASP /SDl within 14 days from date of receipt of application.

Training Provided by the Post Office:

  • The training program is provided by the Sub-Divisional Inspector of the area.
  • Products/ services, basic procedures, upkeep of the premises and customer care would be part of induction training of the franchisees.
  • Franchise shall be able to manage postal business on computers.
  • Pre-printed Barcode Stickers shall be provided to Franchise Outlets using Point of Sale Software.
  • Post office franchise outlet is being monitored by inspectors monthly.

Post office Franchise Postal Agents Scheme:

Basic features of the Post Office Franchise Postal Agents Scheme:

  • Only counter services of postal stamps and stationery (including philatelic items) are to be franchised through Postal Agents.
  • The Postal Agents will provide service across the counter for a minimum defined time schedule with flexibility to work round the clock.

Products and services offered in postal agent:

  • Sale of postal stamps and stationery including philatelic items)

Criteria for Selection of Post office Franchise in Postal Agent:

For the Postal Agent Franchise, applicant have to submit an application form, which is given in the official website: click here to get that form.

  • Educational qualifications: No prescribed educational qualification.
  • Age: Above 18 years. No upper age limit.
  • Individual, institutions, organizations, and other entities in urban and rural areas are eligible to apply under this scheme.
  • The applicants whose family member is in postal service are not eligible for taking up franchise scheme in the same Division in which postal employees are working.
  • In this Postal Agency, there is no any required to sign Agreement with the Department and not required any security deposit for taking agency.
  • DOP shall have the right to unilaterally terminate/ cancel the license on valid ground/ reason.

Branding of Franchise Outlets and postal Agents:

A Standard Signage would be provided to give a uniform look of Post office franchise to all franchised outlets and postal agents.

The Signage will be made available in all Head Post offices and sub-post offices of the concerned areas.

The concerned Divisional Head will make and appropriate arrangements for advertisement & publicity of the scheme to awareness/ interest among the prospective public and ensure more number franchisees every year.
